Eight on the list, seven menus answered
Shortly after seven on the morning of 13 October 2026, Detroit time, our scraper asked the eight Detroit dispensary menus on our list for their prices. Seven answered: ZAZA, Cloud Cannabis, Hyde Cannabis, 420 Factory Detroit, High Club Detroit, Pure Options Detroit Detroit and URB Cannabis Detroit. The other one loaded a page with no products on it, and this guide names only stores whose shelves we could see. Detroit's rules sit on top of Michigan's. The city licenses retail itself, under Ordinance 2022-11, passed on 5 April 2022; half of the licenses in each category go to Detroit Legacy applicants; and a dispensary may trade only between 9 a.m. and 10 p.m.
A page with no products is not a closed store. Three other Detroit stores had shown a blank storefront every night we tried from 10 October, and on 13 October we took them off our list. The one still on it that came back empty returned a full menu on 11 October and an empty one two days later. Neither pattern tells us whether a shop is open, so we report what we saw and leave the store unnamed until its menu returns.
Where our data can place them, and where it cannot
The title of this guide promises neighborhoods and corridors, and the honest version of that promise is short. Our roster holds a city for each Detroit store, not a street, so we will not put any of the three on Gratiot, Grand River or Michigan Avenue on the strength of a guess. Each store page carries the address the store publishes. What our own data does show is that the store whose menu came back empty carries 8 Mile in its listing name, which puts the city's northern boundary road among its retail strips. That is also the road where the suburbs begin: three of the four suburban towns on our list start on its far side.
What separates the three menus we did read is size. On 13 October the menus returned 562 products at ZAZA, 213 at Cloud Cannabis, 28 at Hyde Cannabis, 0 at 420 Factory Detroit, 0 at High Club Detroit, 0 at Pure Options Detroit Detroit and 0 at URB Cannabis Detroit. A shop with a menu a twentieth the size of its neighbor's is a different errand: fine for a known product, thin for browsing. Since Michigan's tax is identical at every Detroit counter, the size of the menu and the price on it are the only things that differ between these stores, and the table below sets them side by side.
| Store | Address we hold | Products on the menu, 13 October 2026 | Hours allowed by Detroit ordinance |
|---|---|---|---|
| ZAZA | Detroit, MI | 562 | 9 a.m. to 10 p.m. |
| Cloud Cannabis | Detroit, MI | 213 | 9 a.m. to 10 p.m. |
| Hyde Cannabis | Detroit, MI | 28 | 9 a.m. to 10 p.m. |
| 420 Factory Detroit | Detroit, MI | 0 | 9 a.m. to 10 p.m. |
| High Club Detroit | Detroit, MI | 0 | 9 a.m. to 10 p.m. |
| Pure Options Detroit Detroit | Detroit, MI | 0 | 9 a.m. to 10 p.m. |
| URB Cannabis Detroit | Detroit, MI | 0 | 9 a.m. to 10 p.m. |
Detroit rations its licenses, and the state does not
Michigan licenses a dispensary that clears its compliance bar, and leaves the number of stores to each town. Detroit used that freedom to impose scarcity. Ordinance 2022-11, effective on 20 April 2022, caps adult-use retail licenses, with 50 general and 50 equity licenses in the text the City Council approved, and grants half of the licenses in each category to Detroit Legacy applicants: in the main, people who have lived in the city for 15 of the past 30 years, with shorter residency qualifying in some circumstances.
Getting the ordinance to work took most of a year. Applications were due to open on 1 August 2022; two lawsuits over the April vote followed, and a Wayne County Circuit Court judge briefly halted the process before reversing course. On 22 December 2022 the city named its first 33 adult-use retail licensees, 20 of them social equity applicants and 13 general. A further 7 general licenses were held back because the next applicants were tied on score.
The result is a store map drawn by a council vote and a scoring sheet rather than by whoever could afford a lease. Some licenses went to Detroit Legacy and equity applicants by design. Which of the stores we read hold those licenses we have not checked, so we do not say.
Hours, tax and the drive across 8 Mile
The ordinance sets the clock. Section 20-6-39 limits provisioning centers, retailers and microbusinesses to the hours between 9 a.m. and 10 p.m., every day. A Detroiter shopping after a late shift has until ten, and the same ordinance would let a licensed lounge stay open until 2 a.m. Use stays where Michigan puts it: private property with the owner's consent, never the sidewalk outside the shop, and never in a moving car.
Tax does not change across the city line. Every Detroit purchase carries the 10% excise and the 6% sales tax charged on the price plus the excise, 16.6% in all, and a medical patient pays the 6% only. The same morning, seven suburban menus answered: Pleasantrees in Lincoln Park, Green Buddha Ferndale in Ferndale, Green Pharm Hazel Park in Hazel Park, JARS Hazel Park in Hazel Park, King of Budz in Ferndale, Nature's Remedy Ferndale in Ferndale and JARS in Eastpointe. Our Detroit Metro zone holds 16 stores across the city and those suburbs, and our suburbs guide covers the ones beyond 8 Mile and south of the city.
